Illegal immigrant accused of raping and killing 12-year-old girl while wearing ICE ankle monitor.

In a tragic turn of events, 12-year-old Jocelyn Nungaray was murdered in Houston last week by suspects who were wearing Immigration and Customs Enforcement agency (ICE) ankle bracelets at the time of the heinous crime.

The main suspect, Franklin Jose Pena Ramos, 26, appeared in court at Harris County Criminal Court, where it was disclosed that he was indeed wearing the ankle monitor when the murder took place. It was also revealed that ICE has a retainer on Ramos.

Judge Josh Hill, who oversaw the court proceedings, highlighted that Ramos and his accomplice, 21-year-old Johan Jose Rangel Martinez, were allegedly trying to gather money to flee the town. The judge set Ramos’ bail at an astounding $10 million, which was more than double the initial request by prosecutors.

Ramos was considered an “astronomical” flight risk by the judge, who justified the high bail amount due to concerns about the suspect not showing up for future court appearances. The judge emphasized that the chances of Ramos returning to court if he made bail were close to zero.

If Ramos were to post bail, the judge ordered a stringent set of conditions, including wearing a GPS monitor, being on 24/7 house arrest, staying in Harris County, avoiding contact with the other suspect, the victim’s family, or anyone under the age of 18. He was also prohibited from possessing firearms, drugs, or alcohol, and had to surrender his passport.

Ramos and Martinez are accused of luring Jocelyn Nungaray under a bridge in Houston, where they tied her up and carried out the heinous crime. The young girl was then strangled to death, and her body was thrown into a bayou.

Assistant District Attorney Michael Abner described the chilling events, stating that the suspects lured the victim under the bridge, where they spent over two hours with her, undressed her, tied her up, and ultimately ended her life. The investigation utilized surveillance video to track the movements of the suspects before and after the murder.

Both Ramos and Martinez face capital murder charges, with Martinez scheduled to appear in court for the first time on Tuesday. The tragic loss of young Jocelyn Nungaray has shocked the community and sparked outrage at the brutality of the crime committed by the suspects with ICE ankle bracelets.
