Target warned of fines for reporting crimes, says Sacramento city attorney


The City of Sacramento, California, has found itself in a contentious situation as its legal department issued a warning to a popular retail store for public nuisance due to multiple calls made to police following theft incidents at its Land Park location.

According to The Sacramento Bee, an anonymous source revealed that Sacramento officials threatened to impose an administrative fine on the Target store situated at 2505 Riverside Boulevard in Land Park over the past year.

When questioned about the reported warning, a police spokesperson confirmed the location’s involvement.

The news of the warning prompted state lawmakers to take action, resulting in the addition of an amendment to a retail theft bill that prohibits authorities from making such threats towards businesses.

In response to the escalating crime rates, Governor Gavin Newsom, Assembly Speaker Robert Rivas, and Senator Mike McGuire have introduced a package containing 14 bills aimed at tightening penalties for retail theft offenses. These lawmakers believe that the proposed legislation is crucial in addressing the rising incidents of theft and crime within the state.

Proposition 47, a voter-approved initiative from 2014 that relaxed penalties for drug and theft crimes in California, has been blamed for exacerbating the state’s theft problems. Following a successful petition to reform Prop 47, California legislators are currently debating new laws to counter the surge in criminal activities.

Sacramento City Attorney Susana Alcala Wood’s office has come under scrutiny for threatening to fine a local Target for reporting theft incidents, labeling it as a public nuisance. Critics argue that such actions may discourage businesses from reporting crimes and seeking support from the government.

Professor Blake Randol of California State University has expressed concern over the city’s strategy, stating that issuing warnings for reporting crimes may deter businesses from seeking assistance. He emphasized that the city should prioritize the safety and well-being of its residents above all else.

In response to the situation at hand, local authorities, including Sacramento police and city council members, have collaborated with the retail store to develop a safety plan to address the rise in theft incidents. The initiative, known as Crime Prevention Through Environmental Design, aims to enhance security measures within the store premises to mitigate future criminal activities.

The joint effort also involved the implementation of various security measures such as alarms, cameras, and security personnel, as well as improvements in lighting, landscaping, and overall store design to create a safer environment for both customers and employees.

Despite the ongoing discussions and efforts to combat theft, concerns remain prevalent among the community and local officials. Police data from 2023 indicated a significant increase in theft, robbery, and shoplifting incidents at Sacramento’s three Target locations.

With crime rates on the rise, city officials, lawmakers, and law enforcement agencies are steadfast in their commitment to addressing the root causes of criminal activities and implementing effective measures to safeguard businesses and residents alike.
